    "content": "Hon. Members, this is the Message from the President on nomination of Cabinet Secretaries. Standing Order No.42 (1) relates to Messages from the President and provides that the Speaker shall read to the House any Message from the President delivered to the Speaker for communication to the House. In this regard, therefore, I wish to convey the following Message from His Excellency the President in exercise of the powers conferred upon him by Article 152(2) of the Constitution, received in my Office on 23rd May, 2013 nominating Hon. Joseph J. ole Lenku to be approved for the position of Cabinet Secretary for the Ministry of Interior and Co-ordination of National Government and Hon. Samuel Kazungu Kambi to be approved for the position of Cabinet Secretary for the Ministry of Labour, Social Security and Services. Hon. Members, Article 152(2) of the Constitution provides:- “The President shall nominate and, with the approval of the National Assembly, appoint Cabinet Secretaries.” Section 3 of the Public Appointments (Parliamentary Approval) Act, No.33 of 2011 provides for the exercise of powers of appointment under the Constitution. Under the Public Appointments (Parliamentary Approval) Act and the Standing Orders, the National Assembly is required to conclude the process of approval or rejection of the nominee within 14 days from the date of notification. Hon. Members, I now direct that the nominees’ names and curriculum vitae be forwarded to the Committee on Appointments for the necessary approval hearings to be conducted. Accordingly I wish to guide the Committee and the House as follows:- 1. The Committee on Appointments should notify the nominees and the general public on the time and place for holding the approval hearings, at least, seven days prior to the hearings. On the strict statutory deadlines, I now order that a notification be made on Saturday, 25th May, 2013."
