    "content": "Hon. Speaker, Sir, you will realise that Members are now seeking statements from these Committee Chairs even on issues of crop husbandry and yet those are county issues. It is important that you guide us even when you say that a statement can be issued in two months. Where is the compelling order from the House to the Executive that a Minister in the Executive will respond in two months? It is fair as we begin, now that we have Committees that we do this thing right and we deal with the repugnant laws that we may have in our books that may impend our work. I think it is important because we are here as a House to oversee the Executive. But I think it will be overreaching for a Committee or a Committee Chair to purport to issue or answer on behalf of the Government. I think we must find a middle ground because we are not the first ones to go to a pure Presidential System. This will enable us to borrow from other jurisdictions and see how that is done."
