    "content": "Thank you very much, hon. Temporary Deputy Speaker, Sir. I rise to contribute to this Motion, and I am inclined to support it. I would like to say at the outset that if poverty is a big issue within fishing communities not only in Kenyan but in many other parts of the world, pulling those communities from poverty has not been successful in many parts of the world. I would, therefore, suggest that in a Motion of this nature we need to adopt a slightly broader perspective when it becomes a draft law; we will, probably, look at the livelihoods of the fishing communities. It is not just fishing. It is about improving the livelihoods of the people we designate as fishing folk. Livelihood improvement interventions would affect fishing areas, but they might also affect non- fishing areas. Major problems that we face are in relation to access to services like health, education and so on."
