    "content": "In marine fisheries, we have major issues of encroachment by international fishermen and companies right next to our coast. The other day, somebody wondered what the Kenya Navy is supposed to do. Remember we have the Kenya Maritime Authority, the Kenya Navy, the Kenya Marine Authority and Research Fisheries which have ultra modern vessels plying the oceans. We need to get a co-ordinated approach to this, so that we can conserve and preserve our resources for the benefit of our communities. We have also to think about how to facilitate provision of not just small grants--- We need to see how significant programmes can support and upgrade the fishing capacity, so that fishermen can go further afield, but within our fishing zones. I support this Motion, as broadly defined, because it opens up a new window in the agricultural sector. What it says will not only grow incomes, but will also grow our GDP. It will also lead to much greater employment of our communities and the youth. With those few remarks, I support."
