    "content": "When we want the fishermen to start off, we provide some little money for them to start off, get the training and buy equipment. But in the long-run, our experience with the Women Enterprise Development Fund is that when people are left on grants, they tend to depend on them. The best way is to give grants to start them off and then later on, wean them off to loans at low interest, and for which they do not require a lot of collateral. If we do it that way, we will see a lot of improvement in this industry. The idea of starting with grants and later on graduating to loans would take us a long way. With those remarks, I wish to support this Motion as amended."
