That is one of the biggest challenges that we are facing regarding the main water bodies that we have today. You will also be shocked that the current Fisheries Act was developed in 1948 to help the colonial settlers to do sports fishing, and not the kind of fishing that we are doing. This is the Act, in addition to a few legal notices that the Director of Fisheries uses. It is no wonder that the sector is in the state that it is in today. Hon. Temporary Deputy Speaker, Sir, one of the ways forward is to make sure that the fisheries policy is implemented and the necessary legislation is passed. I have also said that most of our natural waters are also trans-boundaries. Being trans-boundary means that we must have a regional approach. I want to support the amendment by Hon. Odhiambo-Mabona; as one of the speakers has said here, we need to think slightly more than what the amendment has just said. This is because when we talk about banning fishing in Lake Victoria, we should also realize that this is a trans- boundary resource, and activities on it must be co-ordinated by all countries that share it.
