    "content": "Thank Deputy Speaker. I rise to support this Motion. Job evaluation does not deal with individuals but with positions. So, we want to correct the perception out there that the job evaluation is about Members of Parliament. This is an office and Sarah Serem should know very well that when it comes to job evaluation, you do job analysis and come up with the ranking of the office. The current Members of Parliament will go and other Members of Parliament will come. Some of the factors that are considered when doing job evaluation are: Working conditions, academic backgrounds and decision making in terms of how sensitive are matters that Members of Parliament are supposed to make decisions on. When you look at the functions of the National Assembly, for example, under Article 95 (6), it states as follows:- “The National Assembly approves declarations of war and extensions of states of emergency.” In terms of looking at the sensitivity of this matter, only this one ranks Members of Parliament at a higher level. Again, when it comes to job evaluation, you are supposed to do the ranking; the pecking order, When you look at Article 152(2), it talks about the Cabinet. It states as follows:- “The President shall nominate and, with the approval of the National Assembly, appoint Cabinet Secretaries. That is the National Assembly which is part of Parliament. The National Assembly is the one that approves the Cabinet Minister but when it comes to ranking, she is ranking him ahead of you. That tells you the Serem Commission did not look at the functions of the National Assembly and the Senate."
