    "content": "Mr. Temporary Deputy Speaker, Sir, most of the hon. Members who have opposed the Motion have actually opposed it out of fear or because they have misunderstood some of the issues. Mr. Munya opposed this Motion on the basis that it has failed elsewhere in the world. It seems as if the Government side had a textbook answer which was written for them. The Government should not fear implementing this Motion because they never opposed the idea. They oppose on the basis that they will be unable to manage the system. It is possible to implement this Motion. They have said it has failed in Nigeria and Ghana. However, it has succeeded in China, Malaysia and South Korea. These countries are far ahead in the world. So, I want to request the Government side not to fear implementing this Motion. I know it is possible to do so. We have said this is a desperate measure because Kenyans are desperate. The Government side has never given us any concrete solution to this problem. All the time, they have said that this will interfere with the economics of a free market. Mr. Temporary Deputy Speaker Sir, when the free market economy fails that is the time we must intervene and solve that problem. All the time, the prices have been rising. There is no day that prices have dropped. Therefore, I want to ask the Government side to soften their stand and realize that this is possible. The issue that will be there is that the pump prices will be retained at Kshs80 per litre. So, if it is more than Kshs80 somebody must check. It is the Government to deal with the suppliers of the products. I want to respond to the issue raised by Mr. Ruteere. I want to thank him for bringing this Motion. Kenyans are hungry. We are not interfering with the money for infrastructure. In fact, we want each Ministry to reduce their"
