    "content": "Mr. Temporary Deputy Speaker, Sir, if the Assistant Minister was listening to me very carefully, I said the average absorption rate for the Ministries is 90 per cent to 95 per cent. This means that 10 per cent is returned. Ten per cent of Kshs1 trillion is Kshs100 billion. So, the hon. Assistant Minister should listen properly. I want to ask the Members to support this Motion. It is very good for Kenya. It is going to come with a cost, but it is going to have serious social benefits to this country."
