"content": "Hon. Deputy Speaker, on the candidate himself, we found that he has the ability to create synergies and encourage teamwork, and has been the biggest asset during his public service. I will not delve into all this because you have a copy of the Report. I will mention salient issues that we raised with the candidate, especially in relation to the territorial conflicts that we have at the moment between the Governors and the County Commissioners. The nominee was able to inform us that according to the pecking order, the Governor is the senior most person in the County, but the County Commissioner is an appointee of the President. They all have to work together and read from the same page for the sake of the people that they serve. He also said that he is committed to devolution and that devolution is not a choice but is a policy and law that must be implemented in this country. He said he will support devolution to the letter."
