Speaker, aware that the Cabinet Secretary responsible for National Treasury is not a Member of Parliament, and given that we have subscribed to the International Treaty, but we are likely to have Budget policy highlights and revenue raising measures read to the nation; aware that our Constitution does not explicitly bar any person who is not a Member of Parliament from coming to the plenary, I would urge that the House Rules and Procedures Committee makes a provision before Wednesday next week in our Standing Orders, so that we can allow this House to convert itself into a Committee of the whole House so as to be able to listen to the presentation of this important document to the Republic of Kenya in this House. Having over 300 Members transferred to another place to go and listen to a Budget Speech may not be practical."
