    "content": "Kenya and Ukambani, is a problem since it comes late. Right now, what is happening in the place where I come from is that we are supposed to be top-dressing with CAN fertilizer. At the moment, we do not have CAN yet. Two months down the line towards harvesting, we will see CAN being brought. Where does it go? They collude with private business people. They stock it and double the prices. So this Motion urges the Government, in the long run, to put up a factory that will manufacture fertilizer."
