    "content": "There is also need for us to come up with that board so that it comes up with clear engagement structures on how the Government should engage the private sector viz a viz the farmer. I think it is high time we borrowed from the Malawi example like hon. Wakhungu has mentioned because what they did is that the Government gave subsidies. The smallholder farmers are given coupons to buy fertilizer even from private outlets. When farmers buy directly from the National Cereals and Produce Board (NCPB), they are able to contain the price while at the same time they get the fertilizer on time. I think if we went to go that direction, we will not only promote the distribution of resources, but also encourage growth in the private sector."
