    "content": "I concur with all the speakers who have said that most of the water in Tana River and Athi River goes to waste. We should harvest that water through dams and water pans and then encourage our farmers to do irrigation. We also need to give them incentives like supplying them with irrigation pipes and generators. If we do this, Kenya will be one of the leading producers of stable foods in the region. The Members have given an example of Malawi. Kenya is known to produce the best researchers in the world, but the problem lies in the implementation stage. If we go by the reports of our researchers like KARI and the specialists and professionals from the Ministry of Agriculture, we will have food sufficiency and export the rest."
