    "content": "problem. The only solution is to properly fund the security institutions. This is because security is paramount. There will be no education without security. There will also be no health sector without security. There will be no agriculture, Parliament or Executive without security. These are things we must address ourselves to as a nation. If we fail to do that, then it will be free for all. It will be in a state of nature and the rules of the jungle will apply."
