    "content": "Mr. Deputy Speaker, Sir, that is an issue that had been extensively discussed in the Ministry and I do agree with the hon. Member that fees should be waived for victims of sexual violence. However, there are times and, indeed, very frequently, when the police are involved as they should. I do not know what the legal requirements are regarding who determines when P3 forms should be paid for or not. This is where boundaries in Government are very important, but as far as the Ministry of Medical Services is concerned, we do feel that once there has been an attack of sexual violence, indeed, there should be no encumbrance whatsoever in trying to access help."
