Minister say that he does not know who asks for pay for P3 forms, but he must know that in cases of actual bodily harm, grievous bodily harm, attempted rape, rape and indecent assault, the police issue P3 forms free. But when they are presented by the legal personnel for filling, that is where they are asked to pay between Kshs300 to Kshs500. Is it in order for the Minister to say that he does not know where this is paid?"
