Speaker, Sir, I am sure that the Leader of the Majority Party is aware that there is only one former Prime Minister living in this Republic and that, that former Prime Minister served under very unique circumstances. The post was created under the National Accord and Reconciliation Act and the Constitution of Kenya (Amendment) Act, 2008. Under those two pieces of legislation, he actually served as a co-principal with the former President, hon. Kibaki. Why is the Government refusing to recognize the unique position of hon.
