"content": "Hon. speaker, Sir, pursuant to Standing Order No.44 (2)(c) I wish to request a statement from the Chairperson of the Departmental Committee on Administration and National Security regarding the recent expose of a gang of young men, who rob residents and rape teenage girls in Dandora, leading to the death of some of the victims. Following information from the area District Officer (DO), the Chief, Assistant Chief and other security officers it was established that there were hotspots in Dandora where boys aged 14 years to 17 years, and calling themselves “Jeshi,” drag and rape girls inside empty or unfinished houses in the area. These administration officers further revealed that these attacks on the girls are facilitated by a 15-year old girl, with the involvement of a popular club in town frequented by under age children on Sundays. The area administration lacks capacity to handle the situation. However, I commend them for going beyond the call of duty. In his statement the Chairperson should: (a) state what the Government is doing about this gang in Dandora in terms of arresting them and providing assistance to the rape victims and their families; (b) explain the measures taken against this club which is said to welcome under age children to drink and engage in other explicit activities; and (c) enumerate the steps, if any, that the police have taken in implementing the Sexual Offences Act by setting up a gender unit in every police station, ideally manned by female police officers."
