He did not say that the media would only be covering Parliament on invitation. If the statement indeed emanated from the Clerk, it was unfortunate because, as you have rightly put it, under Article 118 of the Constitution and Standing Order 252, it is only the Speaker who has the discretion of excluding the media from covering Parliamentary business on certain matters, and only on exceptional matters."
