    "content": "Hon. Speaker, Sir, I rise to second the Chair of the Budget and Appropriations Committee on this Motion that he has moved. This House will recall that we passed the Division of Revenue Bill, 2013 and immediately we passed it, it was referred to the Senate and this was based on our Standing Orders and also as picked from the Public Finance Management Act. Subsequently, this House will recall that I raised an issue with referring that Bill to the Senate. From the outset, I would like to point out that this should not be seen as a tug of war between the National Assembly and the Senate. We are all aware that the Senate has a responsibility spelt out under Article 96 of the Constitution and the role of the Senate can never be down played. It cannot be underrated; it has a lot to do with the protection of the counties and that role cannot be taken over by the National Assembly. Equally, the National Assembly has its roles spelt out under Article 95."
