    "content": "In conclusion, what the Committee arrived at was that if we open this Bill again for debate in this House by considering the opinion or recommendations from the Senate, we will be violating the express provisions of the Constitution which only restrict the Senate to be determining legislation that touch exclusively on the functions of the county governments. The moment you bring in the Senate to be determining issues which even touch on the national Government, you are overstepping the mandate of the Senate and that is not what is provided for in the Constitution. We may want to involve the Senate if that is what we want to do.
