As much as I appreciate the Member for Kibra, and his very good contribution, I know we are still in the process of learning, but is he in order to violate the rules of relevancy? We are talking about roads. Indeed, even if he wants to infuse all these Mau Mau issues, he can find a way of cleverly making an issue of roads and infusing it instead of bringing totally unrelated issue. Is he in order?"
