    "content": " Mr. Deputy Speaker, Sir, hon. Chachu Ganya has, of course, appreciated the efforts that the Government is putting in order to address this situation. However, he has said that the actions have not been sufficient, particularly with regard to livestock and supply of water to schools. I may agree with hon. Chachu that, that maybe true but there are some reasons for it. We are dealing with a large area which is sparsely populated and majority of the people are pastoralists. As you know, pastoralists wander with their livestock in search of pasture. Sometimes you find pasture in an area where there is no water."
