Speaker, Sir, I know that on Thursday we expect the Cabinet Secretary to come to this House and make policy highlights and spell out revenue raising measures, if we adjust our Standing Orders. He will spell out how exactly we will finance the Kshs1.6 trillion Budget that we have. This is not a small Budget but a record Budget. However, my only concern is that this Budget over-relies on the possibility of changing or amending the Value Added Tax Bill. Unless this Bill that is before this House is passed, we are not likely to raise the over Kshs900 billion or almost Kshs1 trillion in terms of ordinary revenue. This will be tricky for us, as a House, because if you look at the provisions of that Bill, and I really do not want to anticipate debate, you will find that a lot of it may not be very comfortable with us because it will raise the cost of living in this country."
