With regard to Mrs. Odhiambo-Mabona’s question, yes, we know that other parts of the country - apart from the northern and eastern parts of the country - which are not normally prone to famine have been affected by this famine. Here, I am talking about parts of Nyanza, Western and Central provinces. The Government has included all those areas. I can table a document here which shows the areas which have been designated as affected by the current famine. That will answer the concerns of the hon. Member. Mr. Konchella talked about the refugees which is a serious issue. The situation in Somalia has existed for 20 years now. This situation will not die away but it has to be resolved. This situation is so grave that it cannot be resolved by Kenya alone. That situation must be resolved by the international community working together. That is the reason why we are convening an international conference to deal with this issue. We and Ethiopia are most affected because we share a common border with Somalia. We, therefore, have to receive refugees. As some refugees come to Dadaab Camp, others go to Dolo Camp in Ethiopia. The situation is grave, indeed. If you go to Dadaab, you will come face to face with the reality. You will see women arriving there with children. These are children who have not seen water or food for the last three days and are completely emaciated and dehydrated. So, we begin the process of resuscitating these children. They will tell you that they have walked 60 kilometres in the scorching sun. Mr. Deputy Speaker, Sir, there have been some suggestions that we close our border with Somalia but I hold the opposite view. I do not agree that the solution lies in closing the border with Somalia. If you close the border, then these people will die on the other side of the border."
