    "content": "During the Committees’ hearings from the Ministries, our Committee heard from all the independent commissions. Unfortunately, we invited the Ministry of Devolution and Planning, together with the Public Service Commission. The Constitution says that the budget of every independent commission should be on a separate Vote. Therefore, we were unable to listen to the Public Service Commission initially."
