    "content": "Secondly, I would like us to realize that there are many gains that have been made from the Constitution. Before, we could not even know the details of the Budget. The Minister could just walk into the House and read out the Budget. However, with the new Constitution, we have an opportunity as Members of Parliament to interrogate the figures and make recommendations. It is because of that, that the Departmental Committee on Finance, Planning and Trade managed to make some savings which have gone a long way in supporting other very important aspects of the Budget."
