"content": "Dr. Laboso wanted to know if it is true that maize was exported to South Sudan. I am not aware. However, you will note that we are in a free market. We cannot stop farmers from exporting some of their food if they have it. The maize that is available which is in the custody of the Government was never exported. The Member for Githunguri, Mr. Baiya, talked about climate change. Yes, as I have said in my Statement, what we are going through is as a result of the climate change. Kenya is one of those vulnerable countries who are actually suffering from the effects of climate change. This matter has been discussed in international fora for a long time. It is a fact that Africa emits less than 2 percent of greenhouse gases and yet, Africa is one of the major victims of the effects of greenhouse gases. The global warming has affected Africa more than it has affected the countries that are responsible for the global air pollution. At international fora, Kenya has spoken very strongly about the responsibilities of the developed countries which are responsible. We have said that they have to take responsibility and pay the price. We did say so in our position document that we presented in the Copenhagen Conference. We said so in Cancuun last year and we are going to do so again as we go to Durban later this year."
