    "content": "I am a Member of the Budget and Appropriations Committee and we have realized that the health sector has not been allocated enough money. Once we pass this Motion, we must come up with a supplementary budget to allocate money to cater for the hiring of those clinical officers. Otherwise, we will wait until next year. We cannot wait until next year because we need those clinical officers and nurses now. This issue should be taken very seriously. I know many hon. Members have brought many Motions on how to help this country but, let us be very careful so that we do not just become like a baraza where people attend, discuss very pertinent issues and then it ends there. I think it is time that this august House made sure that whatever we pass is implemented to the letter. Otherwise, five years will end and nothing will happen. Unless we do this, we might as well leave those Motions."
