"content": "Mr. Deputy Speaker, Sir, there was US$30 billion which was promised to the most vulnerable countries over the period ending 2012 to deal with mitigation. This Fund has not been disbursed. The reason has always been that the developing countries do not come up with bankable projects that qualify for funding. Because of this, Kenya has taken the lead and working together with the Government of France, will come up with what we call the Paris/Nairobi Initiative, aimed at setting up institutions that will produce energy through non- polluting methods, namely, green energy. We have even said that we want to be fully green by the year 2017. In this regard, we have brought other African countries to work together with us in this area of green energy. Here, we are talking about geo-thermal, wind, solar and bio-fuels. We are doing something about this issue, so that we can tap on this Fund. After 2012, the other countries are supposed to be donating US$100 billion annually up to the year 2020. So, we are not just sitting there and waiting to be helped. We are doing something about it and we are working hard to give those countries which are responsible for pollution opportunities to help us. We are not just talking about those who were polluting yesterday. There are those we call the emerging economies who are also polluting today. We are saying that everybody is responsible, whether you did it yesterday or you are doing it today. You are equally responsible for climate change or damage of our environment."
