    "content": "Hon. Temporary Deputy Speaker, hon. David Ochieng, the Member of Parliament for Ugenya, has brought a timely Motion. I have heard my colleagues say that he should have brought this Motion before the Budget. But this is not the end of Budget process! We still have many budgets that this House will transact. I want also to put it clear that this House is not helpless. As opposed to the previous Houses, this House has the capacity and it is not a Budget approving House, but a Budget making House. Therefore, it is within our mandate and responsibility to redirect resources to the needy areas. I have in mind not only health, but also education. We need to increase the number of teachers in our primary and secondary schools. We need to implement some of the agreements that were made to the teachers so that we can have a motivated workforce."
