    "content": "Mr. Deputy Speaker, Sir, I also wish to commend the limited efforts by the Government. They come too little too late in the day. In fact, if you look at the Statement by the Prime Minister, the wording is telling. It is “drought, food security and refugees”. Indeed, the victims of drought who are food insecure are as good as refugees because we do not belong to the Republic of Kenya. Is it true that part of the reason why food is not reaching the needy is because even the directives that your office has given in terms of lead agencies are being ignored by the World Food Programme (WFP) which seems to have a lot of control over the Government? It has even reduced the food that it is giving the Government to distribute. If the Government is in charge of these operations, why is it that for the last three months, there has not been any general food distribution in North Eastern Province and Turkana? Finally, I would like the Prime Minister of the Republic of Kenya to go beyond appealing to our emotions. What long-term solutions are we giving in order for these chronic food deficit areas to be able to grow their own food? Thank you, Mr. Deputy Speaker, Sir."
