    "content": "In fact, I am now being informed that actually what the hon. Okoth is doing is sneaking in without prior approval of the Chair. This is because the request had not been seen and the Clerk’s office has clarified that. So, it is disallowed. Use the normal channels available to request statements. Do not just jump up and start saying--- I must see what it is. If there is need I will advise that you go this way and that way. For now it is disallowed but you can consult. Do not approach the Chair, but when I retreat from the Chair, you can come, we discuss and see how best it can be raised on the Floor of the House."
