    "content": "On a point of order, Mr. Speaker, Sir. This Motion is not pursuant to Article 223 of the Constitution. I would, therefore, request that before we transact it, we should be sure that we are within the constitutional provision; the Estimates should, first, be referred to the Budget and Appropriations Committee. Why do I say so? If you read Article 223(2), on which this Motion is based, it is very clear that approval by Parliament of any spending under this Article should be sought within two months after the first withdraw of the money. If Parliament is not in session, then the problem should be solved two weeks after it reconvenes."
