Under our Standing Orders you cannot impute any improper motive on a fellow Member of Parliament without a substantive Motion. Under the circumstances - the statement by hon. Mbadi said: “Is it because the Minister for Finance is a Presidential candidate that he has allocated-”. Indeed, you can question any allocation anywhere, but for you to discuss the conduct of an hon. Member of this House without a Substantive Motion, that is grossly out of order."
