    "content": "Under Standing Order No. 31, it is clear that a Member may at any time, for reasons stated, seek leave to move “That, this House do now adjourn.” Sub-section (2) thereof provides that if the Speaker is of the opinion that such Motion for the adjournment of the House is frivolous, vexatious or an abuse of the proceedings of the House, the Speaker may forthwith put the Question thereon or decline to propose it. But for the convenience of the House, and for the reasons stated by the Mover, I propose the Question."
