Members, the Budget making process, in both national and county governments has been strengthened, with the implementation of the new Public Financial Management (PFM) Law enacted in 2012. The law provides for transparent formulation of budgets and prudent management of public resources, in addition to enhancing the contribution of Parliament to public finance management. Building on this legal framework, the National Treasury will shortly be submitting to Parliament financial regulations to ensure effective implementation of the PFM Act."
