    "content": "Thank you, hon. Temporary Deputy Speaker. I rise to support this Motion. That is because the youth form 70 per cent of the population. Those are the people who have been sidelined. Therefore, there is need for the Government to immediately allocate and release those funds to the Council, to enable it to discharge its mandate. When the problems affecting the youth are solved, 70 per cent of the problems in Kenya will be solved. Therefore, it is very important for the Government to realize the functions of the council and support it by releasing the funds. Thank you, hon. Temporary Deputy Speaker."
