    "content": "consulting with my friend, hon. Kaluma, as to why this House still needs to urge the Government to do what has already been passed into law. The Act is there. The funds have been allocated. It is the job of this House to appropriate money. We should not, again, be urging the Government to do what is already provided in law, and which it should be doing. In support of this Motion, I urge the Departmental Committee of this House in charge of this matter to summon the Cabinet Secretary for the National Treasury to explain why that money has not been appropriated and released to NYC."
