    "content": "Thank you, hon. Temporary Deputy Speaker for that. The girls are prone to sexual abuse and violence more than boys. That is due to the fact that education has more significant positive impact on the lives of communities. The declaration of Free Primary Education (FPE) policy in January 2003 by the Kenyan Government was a move in the right direction. It was meant to address some of the issues raised in the Koech Report. However, that policy lacks affirmative action. For example, every child is provided with a grant of Kshs1,020 per annum - which is the same amount for every child in Kenya - to cater for instructional material and general school support. ASAL-based schools are less developed. They have very few teachers and so educational standards of the learners are compromised. Where the enrolment is low, the schools suffer during famine because parents are forced to supplement the grant from the Government."
