Minister to accuse this House of pretending and not discharging its duties, when he has started with Article 221(4) and stopped there, instead of proceeding to Article 221 (5) that says that after the submissions have been made, the Budget Committee will go out there and take into account what they heard from the public and further make recommendations after. This is directed to the House and it is what we have done. Is he in order to mislead the House?"
