    "content": "For those of us who come from the pastoral areas, there are issues which are very pertinent and special. Some hon. Members would probably require a guided tour on those issues. Talking of ASAL areas, the issue is not just aridity. These are areas which have a lot of insecurity, and where people lead a pastoralist life. The word “pastoralist”, which sometimes sounds strange to some of our colleagues from urban areas, means that during one season you live in one area and in another season you move to another area. Why is that important in terms of having boarding schools? When I was growing up, I changed about five schools. Sometimes schools were very far apart that I had to walk about eight kilometres. Do you know what happened to my sisters? They all left school because they could not walk. You know God created male and female differently in terms of masculinity. So, it is usually ladies who are affected when you have schools which are very far away from home."
