Speaker, Sir, I beg to give a notice of the following Motion:- THAT, aware that insecurity in Arid and Semi Arid Lands (ASAL) is caused by perennial cattle rustling that is aggravated by poor or no infrastructural facilities, also noting that there is inadequate deployment of National Police Reservists, who are ill equipped and paid volunteers within the National Police Service and lack the motivation to fight this crime leading to apathy that has seen residents losing their livestock and even lives; further aware that there is need to restructure the security machinery in ASAL areas to mitigate the situation; this House urges the Government to urgently review the terms and conditions of the recruitment, remuneration and deployment of Kenya Police Reservists (KPR) in ASAL areas; with a view to providing them with uniforms, proper identification documents, automatic firearms, regular allowances and general improvement of their working conditions so as to restructure this crucial sector and help the KPR fight cattle rustling more efficiently."
