    "content": "Hon. Speaker, the matter at hand is extremely serious; it is not as light as hon. A.B. Duale would want us to believe. The issue here is not a matter of trying to go around the law. The issue here is that we are under an obligation as a House of this country to obey the law. The issue of absorption capacity cannot arise because nearly all of this money has been allocated to specific projects, some of which are nearing completion on the basis of the contracts which had been signed. Therefore, we want the Chairman of the Budget and Appropriations Committee to come back to the House with a report that factors in Kshs5.4 billion so that it can be disbursed immediately to the Ministry of Devolution and Planning and then to the constituencies, as a matter of urgency. Hon. Speaker, unless that undertaking is made by the Chairman of that Committee, we cannot proceed with this debate. Therefore, I second. Thank you."
