    "content": "re-prioritize their programmes in order to deal with this issue of drought. It is the Ministries that did that themselves and Kshs10 billion was re-allocated to deal with this pending problem. So, programmes were pushed back and additional money set aside to deal with this problem. I, therefore, see no need for us to say that we are moving money from a vital security organ to an area that is adequately catered for. We are all leaders. We may be in the Government and we are accountable to this House and I have no issue with that. However, the manner in which we deal with some of the sensitive institutions in our country--- If we do not handle them with sobriety and care, these are issues that could one day turn around and haunt us. It is important that I state here, as the Minister in charge of security has already said, that we are already faced with major challenges and resources are limited. We have the police who are demanding additional money. We also have the Armed Forces that are equally demanding more money. We have teachers and other civil servants doing the same. These are challenges and not trivial matters. If we do not handle these issues with sobriety and caution, they may one day end up haunting the Tenth Parliament. I beg to oppose."
