    "content": "Mr. Deputy Speaker, Sir, with regard to the budget of the NSIS, the whole amount has been put in planning and administration. There is no money which has been allocated to buy equipment and vehicles. There is also no money which has been allocated for construction. How do you allocate 30 per cent increment from the previous budget? The initial budget was Kshs10 billion and they have increased the amount to Kshs13 billion in spite of them doing the same job and having the same manpower for the same period. That is why we support the amendment."
