    "content": "Yesterday, the Chairman of the CDF Committee said that some constituencies have not accessed their CDF money. I would like to say that there is no excuse for such a Member. We can say “shame on them” because they are not helping their people. On the whole, we must have the CDF for the same reason as we have devolved funds. This is because money is in short supply in the rural areas."
