    "content": "Secondly, the power to pass this particular Motion stems from Article 223 of the Constitution, where there is an indication that the Government can actually utilize funds and then retrospectively come to seek approval of Parliament. I think it is important that the Government realizes that it is possible for this particular House to reject what they have already done and they will be forced to go back to the drawing board to find where the money they have utilized will come from. So, the Government should be aware that any expenditure that they incur without approval and then subsequently seek retroactive approval can be refused. That is possible and they saw it yesterday."
