Speaker, Sir, in the Budget and Appropriations Committee, it came to our notice that all Ministries are complaining of one thing, that the National Treasury is not disbursing funds at the time when they are required. At the end of the financial year, they complain that there is money that has been returned to National Treasury by the Ministries; the truth of the matter is they do not give the money to the Ministries when the same is required; they try to give it towards the end of the financial year as they are doing now. That is when it is too late for the money to be disbursed. That is an area that I will be urging the Government to look into."
